I know the new government has been elected with a clear mandate and it has promised change, as expressed in its manifesto during the general election campaign.

But what that change looks like, to me, is deeply troubling, in particular the rushed policy to remove the Winter Fuel Payment from the vast majority of pensioners in this country.

This has come with no warning and no mention in the pre-election manifesto. It is a great shock that it is hitting this winter. Some 95,000 pensioners in Buckinghamshire will have the Winter Fuel Payment taken away from them, with no prior notice.

This is why Buckinghamshire Council passed a motion last month to write to both the Chancellor of the Exchequer and the Secretary of State for Work and Pensions to outline the  Council’s deep concerns for the impact of this policy on vulnerable Buckinghamshire pensioners and to call for an immediate reversal of the policy.

We believe the Winter Fuel Payment should remain in place under the current arrangements until a full Equalities Impact Assessment has been completed, with an alternative scheme proposed instead which would protect the most vulnerable and those middle-income pensioners who I believe will be put at risk during the winter months and face the choice between heating and eating.

I have already written to all Buckinghamshire MPs to understand their views and ask for their support with this.

Critically, we are starting a campaign to advise residents of pensionable age, or if you’re a friend or family member, to check if they are eligible for Pension Credit. The Winter Fuel Payment will still be given to pensioners in receipt of this, or a limited number of other benefits. The problem is, many pensioners haven’t claimed this benefit even though they’re eligible.

Pension Credit is separate from the State Pension and you could still claim it even if you have other income, savings or own your own home. Our awareness drive will help local pensioners currently eligible but not claiming to apply by 21 December 2024, the last date for making a backdated claim for Pension Credit, in order to receive the Winter Fuel Payment.
