A fly-tipper was slapped with a 'hefty' fine after he was caught on camera dumping building waste in Buckinghamshire.

Chrystian Junio Assis Riberio, 23, from Sleaford Green in Watford, pleaded guilty to a charge of illegal dumping of waste at Brawlings Lane in Chalfont St Peter.

He appeared at Hatfield Magistrates Court on July 26.

Mr Riberio was arrested on an outstanding warrant for an offence of fly-tipping dating back to 2021.

The court heard how on September 14 2021, Riberio illegally dumped a pile of building waste, including environmentally hazardous materials like paint.

The fly-tipping was captured by a Buckinghamshire Council’s surveillance camera and witnessed by member of the public who documented crucial evidence used in the investigation.

A council enforcement officer also found key evidence left among the waste that ultimately led them to Mr Riberio.

Buckinghamshire Council routinely uses these types of evidence sources to detect fly-tipping offences, but it rarely has all three elements in one case, the Council said.

Magistrates fined the offender £2,000, ordered him to pay the clean-up and prosecution costs of £400 and a victim surcharge of £190, making a total of £2,590 to pay.

Buckinghamshire Council’s deputy cabinet member for climate change and environment said: “Fly-tipping is a serious criminal act that causes chronic harm to our environment and communities. Buckinghamshire Council has a firm position on fly-tipping - it is against the law, not acceptable, and offenders will face ‘zero tolerance’ consequences.

“This fly-tipper was caught on CCTV, witnessed by a member of the public for fly-tipping and evidence found at the scene also helped identify the offender. This case serves as a reminder that Buckinghamshire Council will upturn every stone seeking to detect and apprehend dumping offenders.”

The Council asked the public to join its fight against fly-tipping by reporting any suspicious waste disposal to them promptly via the online portal FixMyStreet at www.buckinghamshire.gov.uk/fixmystreet

Any evidence that could be used to identify offenders can be emailed directly to the enforcement team at SCRAPflytipping@buckinghamshire.gov.uk

Residents are also asked not to pay cash for any waste collections but to instead use payment methods that can be traced to avoid the risk of their household waste being illegally dumped and the householder having to foot the bill.

The Household Waste Recycling Centres in Bucks accept all household items free of charge while a there may be a small charge for non-household waste.
