A building is in need of urgent repair works as there is a "risk of serious injury" from parts of the clock tower.
Work includes renovation to stonework, merlons and mortar joints.
Battram Associates wants to work with Conservation Officers to refine their proposals on how to best restore and protect the listed building and said all proposals respect the heritage asset and accord with planning policy and Historic England guidelines.
The applicant said the upper elements of the Closet Tower were poorly built with applied cement dressing and the mouldings are falling to the garden below.

Aura Homes has put forward plans to convert office space in a Grade II listed building in West Street into residential units.
The two-story office will be converted into four flats and there's proposals for a new balcony with terrace area and a small rear dormer added to existing loft space.
Developers believe the proposed plan "provides much needed and well utilised residential accommodation to the local council and nearby residents."

The Sovereign Heights development could see six two-bedroom detached properties built if plans get approved.
Developers Ascot Design are planning to knock down the existing Sovereign Heights property to First Avenue, in order to allow access to the back of the neighbour's gardens and develop the available land to provide "much needed high-quality family housing".
A previous plan for eight dwellings was rejected after neighbours raises fears for wildlife and 'lack of privacy.'
39 new trees are proposed around the site, including a reinforcement to the Southern boundary along with improvements to planting and the addition of acoustic fencing.
