TESCO should not be allowed to bring building materials in by rail as part of its beleaguered plan to build a store in Gerrards Cross, councillors will be told tomorrow.
Planning experts at Buckinghamshire County Council said the plan to use the railways would be "unacceptable".
It is the latest twist in a three-year saga which began when a tunnel built to house the store, in Packhorse Road, collapsed.
Since then Tesco has begun the project to rebuild the store and now wants to the use the railways to bring material in.
However, a report by the county's planning department said this would have an "unacceptable impact on the local environment".
It would extend the planned completion date of the store by a year to December 31 2010.
If refused the store will have to be rebuilt using lorries.
A total of 31 residents objected to the plan.
Concerns centred on health, noise, dust, odour and disruption to residents, workers and shopkeepers.
Ros Hurn, a resident of nearby Bulstrode Way said she was "very pleased" with the recommendation.
She said: "I hope the council agree to refuse. The officer who prepared the report has made some very sensible statements.
"They are just not coming up with the goods and this is dragging on and reflects all the things that we have been saying over the last eight months.
"We just feel that they can't put in an application without them being backed up with the necessary approvals."
On June 30 2005 the tunnel below the site collapsed, narrowly missing two passenger trains.
The matter will be decided by councillors tomorrow at County Hall, Aylesbury tomorrow.
